PSR Mitigation Guide
The probation officer's report is the primary source the judge and Bureau of Prisons use. Complete these sections to prepare your personal statement, track character letters, and document your medical history.

1. Personal Statement

Draft your statement of responsibility. Avoid excuses. Focus on acceptance, remorse, and what you have learned.

2. Medical and Mental Health History

Crucial for prison placement and RDAP program eligibility. Document all diagnoses, medications, and treatments.

3. Character Letters Tracker

Track who is writing letters on your behalf. Copy the template below to guide your writers.

Character Letter Guidelines

Guidelines for Writing a Letter of Support:

1. Introduce yourself and explain your relationship to the defendant (e.g. coworker, neighbor, friend). Mention how long you have known them.
2. State clearly that you are aware of the conviction. Do not minimize the offense or criticize the prosecution or judge.
3. Describe the defendant's character, highlighting specific examples of honesty, helpfulness, or responsibility.
4. Describe how they reacted upon finding out about the offense (remorse, taking responsibility).
5. Address the letter to "Honorable [Judge's Last Name]" and sign it with your name, title, and contact details.
